Does the Roth Conversion Tool take into account triggering the 3.8% tax of investment income if MAGI is greater then 250K?

@rabinowitzbusinessgmail-com It always includes that tax in calculating the long-term effect of Roth conversions but it does NOT limit Roth conversions as a function of the MAGI hitting the 250K threshold.
