How-do-I Do a Particular Thing in PRC?

I can't get discretionary spending to increase with the inflation rate. Could someone tell me where to have that function included.

My guess is that you're looking at PRC outputs in terms of today's dollars. Discretionary expenses are always increased at the specified inflation rate; however, if you're looking at the outputs in today's dollars it'll be a constant value. Alternatively, if you look at them in terms of future dollars, you'll be able to see the annual increase as you're expecting. There's a button on every tabular output page that allows you to select either today's or future dollars.
